only the ones who know the fearful place at the top of the mountain are able to defend the people against forces of destruction.

(on this page Moses is challenged by the angels and defends the giving of Torah to humans, Moses also defends the people against Satan. the precarious happenings at Horeb (mt. Sinai)

on the mountain-top the fiery angels threatened and tried to prevent the giving of the torah to humans.

but at the base of the mountain 600,000 angels crowned all the humans who accepted the torah the way angels do.
